Will the police consider this harassment? Laser pointer in my backyard by neighbor?

My next door neighbor enjoys harassing my dogs by (which I believe is done by shining a laser pointer) into my backyard. The problem is that I can’t physically see it, but my dogs can) . I have seen it one tine most of the other times I can’t detect it by my own eyes where they shine it-on the fence ). DO I have legal grounds to call the police on her, and can I shoot video footage from my house to where she shines it? I believe she usually does it from their kitchen and dining room windows. I am not familiar enough with the laws of the state of Washington for shooting video and the privacy laws.

Try calling the local police non-emergency number and asking. At the very least they should be able to go have a word with your neighbour.

Also call your local Animal Cruelty Investigations, and asking them… as police might not know the animal cruelty laws as well as they do.
